About Visionary Solutions PacketAV
Visionary Solutions PacketAV is a JPEG 2000-based AV-over-IP platform that pioneered 4K 4:4:4 distribution over standard 1 GbE networks.
PacketAV transmitters and receivers carry 4K60 4:4:4 with low latency using JPEG 2000, the frame-independent wavelet codec. That makes it a popular backbone for broadcast, enterprise and government AV distribution.
The bitrate is the raw signal divided by the JPEG 2000 ratio (≈8:1 here). A 1080p30 4:4:4 source is about 1.49 Gbps raw and roughly 187 Mbps compressed, so one 1 GbE link carries a few streams.
Worked example
A 1080p30 4:2:0 signal is 746.5 Mbps raw; PacketAV’s JPEG 2000 codec compresses it about 8:1, so the stream is about 93.3 Mbps on the network.

They describe chroma subsampling — how much colour detail is kept relative to brightness. 4:4:4 keeps full colour (3× bit depth per pixel), 4:2:2 keeps two-thirds, and 4:2:0 keeps half (1.5×).
